Scott Howell is a native of Utah who worked his way up at IBM, eventually becoming director of Global System Integrators/Channel Strategies and the Executive of IBM Public Sector operations. In these positions he helped governments around the world increase effectiveness and efficiency through information technology. He's studied business at Harvard and Wharton, served on the 2002 Salt Lake Olympic Organizing Committee, and spent 10 years on the board of Intermountain Health Care.

He's been involved in local politics, spending eight years as Senate Democratic Leader in the Utah State Senate, where he helped Utah become one of the first states to use online government services, like vehicle registration. He also focused on improving K-12 education, by making kindergarten an integral part of the public education curriculum, reducing class size, and bring millions of dollars of technology into Utah public schools.

He's a member of the Harvard Policy Group at the Kennedy School of Government, sits on the board of the United States Internet Council, and is a member of the Democratic Leadership Council.

He and his wife Linda have four sons and he is an actively participating Latter-day Saint.
